Simon (also known as Lead Savior in his first appearance), portrayed by Steven Ogg, is a psychopath high-ranking member of the Saviors who serves as Negan's right-hand man. He is first encountered in the season six finale as a roadblock to Rick's group. He talks to Rick, musing on how that day is someone's "last day on earth." He reappears at the end of the episode and announces to Rick's group that this is their destination. He has Dwight get Daryl, Glenn, Michonne and Rosita out of the truck, and later calls for Negan to face the fearful Alexandrians, which brings the Alexandrians under Negan's rule. Simon is the deputy in charge of relations with the Hilltop Colony and comes to remind Gregory of their agreement and how important it is for the Hilltop to keep up its end of the bargain. In the end of the seventh season Simon accompanies Negan to intimidate the Alexandrians without realizing that the community allied with Hilltop and the Kingdom. This battle is a hard blow to the Saviors, who then flee. Simon is one of Negan's deputies during the upcoming war with the allied survivors. In the episode "How It's Gotta Be", Simon tries to capture Maggie without knowing of the surprise that this one will take. When The Scavengers form an alliance with Rick, Simon goes to The Scavengers and kills them all except for Jadis, making it clear that he is opposed to Negan's order, creating a rift with the leader of the Saviors. Simon believes that the rebellion of Alexandria, The Kingdom and Hilltop are a potential threat to them since their choice is to seek other communities to subjugate but Negan does not agree as his order is to maintain a balance without causing too much collateral damage. When Negan decides to attack Hilltop using weapons tainted with walker blood to leave a "warning", Rick notices Negan's car and attacks the leader of the Saviors, isolating him from the others. The Saviors, including Simon and Dwight, believed that Negan was dead, and Simon immediately proclaims himself as the new leader of The Saviors. Upon Negan's return, Simon plans a coup with Dwight and other members of the Savior's. Dwight betrays Simon and Negan walks in on their meeting. Simon challenges Negan to a fight for control of the Savior's which Negan accepts, and wins, strangling Simon to death and turns into the walker. After the defeat of Negan, it is presumed that Simon is no longer seen since his zombified body is no longer chained to the fence of the Sanctuary after peace is declared between the saviors and the militia, possibly Laura or some savior with its zombification.
